Okay yeah, you don't got it! But I will tell you how to get it!
Just go to your settings, you know the little gear icon on the top of your dash? Click on there! And then click on the title of your blog, and in this case, it will be Untitled, since you haven't done anything to your blog.
After you do that, you scroll down until you see the word submissions, and then click on the box that says "let people submit posts" and then you go down and press on save and it should come up on your blog as an option!
